Why does the courts in California keep making excuses for Lindsay Lohan to stay out of jail?

She keeps on doing thing such as drinking when she is on house arrest and probation , but the judge never sentences her to jail. Are Lohan and the judge having a sexual affair or something cause I don't see how a person could violate her probation so much and never have to serve time in jail. They have minimum women security prisons in California correct? For non violent offenders? So why not send Lohan to one of those if the courts don't want to have her be around violent offenders?
