Can i give my weeks notice by email?

I'm on call at my job I only work when they call me. Ive been there for more than a year. This year they only have been calling me once or twice a month. It's not helping me cause I have a car payment and other payments. I want to look for another job now since im not putting in many hours. I live a far from that job so if I give my two weeks notice can I do it bueno email? Or do I have to be there in person. Which would be better? I also want to ask for a recommendation letter. Can that be by email too? What should I do? Which would be best?
