My email got hacked and hotmail doesn't let me recover?

My email got hacked and now hotmail says that it violated code of conduct. Now it wont let me change my password and the only way of changing it is to send a verification to my alternative email but i haven't used it in years and the account got cancelled. Can anyone help please?
